Dominion Energy Virginia launches RFP for solar and BESS projects

Dominion Energy in the United States has disclosed its intention to solicit bids for the acquisition of fresh solar, land-based wind, and energy storage ventures in Virginia.

Dominion Energy is set to consider five categories of proposals, encompassing new solar photovoltaic (PV) projects and PV solar generation combined with battery energy storage systems (BESS).

In this year’s request for proposals (RFPs), Dominion Energy has introduced a new element in the solar segment by seeking submissions within its service area for non-residential rooftop solar projects or fully developed projects, focusing on commercial, industrial, and government-owned buildings.

More precisely, the company is seeking rooftop solar projects under 3MW in capacity located in urban areas of Virginia to alleviate strain on the electrical grid.

In addition to rooftop solar projects, Dominion Energy is interested in receiving proposals for utility-scale solar projects exceeding 3MW as well as distributed projects of 3MW or less. These projects must be situated exclusively within Virginia. Distributed projects under 3MW must fall within Dominion Energy Virginia’s service region to ensure grid benefits for its customers.

Furthermore, submissions for fully constructed projects up to 5MW in size will be considered, mirroring the criteria set in the previous year’s call for proposals.

Additional categories featured in the Request for Proposals (RFP) consist of fresh onshore wind initiatives, onshore wind projects combined with Battery Energy Storage Systems (BESS), and standalone BESS projects.

Dominion Energy has announced that it will be accepting proposals on an ongoing basis throughout the year. In addition, a separate Request for Proposals (RFP) for power purchase agreements (PPAs) will be released on October 1st.

In addition to the Request for Proposals (RFP), Dominion Energy recently obtained approval from the Virginia State Corporation Commission for 764MW of solar projects earlier this month. This solar portfolio will encompass four projects either owned or acquired by Dominion Energy Virginia: the 57MW Beldale project in Powhatan County, the 95MW Blue Ridge project in Pittsylvania County, the 127MW Bookers Mill project in Richmond County, and the 50MW Michaux project spanning Henry and Pittsylvania Counties.

Alongside these initiatives, the portfolio will incorporate 13 power purchase agreements (PPAs) with independently operated solar projects, amounting to a total of 435MW.
